Dipolog pro life rally on RH Bill successful

Dipolog City -One day before President Benigno Aquino III is expected to deliver his State of the Nation Address (SONA), more than 3,000 people from Zamboanga del Norte based pro life held a rally against the reproductive health (RH) bill  with all sector of the community participated. The officical program was held at the ground of Our Lady of the Most Holy Rosary Cathedral grounds after the march rally at around 1:00pm around the city.

            Participants  marching around the city holds with Placards and streamers taht reads "Save life...reject RH Bill",Serpent of the eden is back in the form of RH Bill to tempt the modern eves", Pildoras:Kini ang mga sakit nga nahatag
            mo...       breast cancer,cervical cancer,liver cancer,heart disease ug stroke."

            Youth leader,Mc Jerick Catahay when interviewed said that the RH BIll as he understands is a guide where youth fear to engage in a pre marital sex and it will hinder the youth for an aggresive attempt to engage outside marriage.       
            
             Highlight of the activity includes "Walk for Life around the city", the Oratio Imperata (Mandatory prayer) for the protection of all human life were massgoers recited in their prayers. Dipolog anti-RH rally held yesterday brought
            together an estimated 3,000 from faith-based groups, socio-civic organizations, and the youth sector. Earlier pro-life rallies and forums in Zamboanga included those in Dapitan (July 6), Sindangan (June 29) and Dipolog (May 31).
              
            Dipolog Bishop Jose Manguiran then celebrated a  2:00 p.m. Mass inside the cathedral. The walk ends at Plaza Magsaysay where speakers tackled issues surrounding the "culture of life" and the fight against the RH bill.
            
            Dr. Rene Bullecer, director of Human Life International (HLI)-Philippines zeroed in the legal and the constitutional aspects of the Reproductive Health (RH) bill, divorce and same-sex unions.He also shed more light on the
            separation of Church and State, and spoke out against keeping God out of government and its laws.He also stressed on several House bill RH where up to now still pending in the Congress. "179 countries converged in Cairo
           10 years ago where the United States did not signed becuase its anti life",Bullecer said.He also said that teh RH Bill is unsconstitutional as he cited article 2 Section 12 where  the government is mandated to protect the   
            the lives of the people. He added that once the RH Bill will be approved,contraceptives will be rampant and , pregnacy will be considers as a kind of disease.

             "As of July 25, 2011Philippines is the last country standing who did not signed for divorce" he said.
 
            Among the speakers at the 4 p.m. forum are  Bishop Jose Manguiran; Economics instructor and Law student Jan Louenn Lumanta. Other guests are Msgr.Emigilio Gaudicor, Msgr. Ranulfo Suarez,VF, Fathersr Ronald Balugo,
           Wilson Lagre,Joel Agad,Randy Tic-ing,Vincent Magale,Teddy Laguetin, Ian Chayg, Joel Montederamos,Raule Cadongog,Marlon Empeynado,Warren Maratas and Ramil Corong.
 
           Msgr. Emigdio T. Socias, Vicar General of the Dipolog Diocese, ended up the program with a closing prayer.

           Also in Cebu last July 23, another Por life rally was held at the pilgrim center on the ground of the Basilica del Sto Nino.Former Manila Mayor and an advocate of the pro life movement Lito Ateinza  and Att Romy Macalintal spoke
           before the 1, 200 participants.  
            The RH bill basically proposes a nationwide taxpayer-funded and State-guaranteed provision of the full range of birth control supplies and services, a mandatory six-year sex education program for Grade 5 to 4th Year high
            school students in both public and private schools, as well as for out-of-school youth, and the requirement of employers to provide birth control supplies and services to their employees.

           The House version of this piece of legislation (House Bill 4244) has passed the Committee Level and has been the topic of plenary debates till Congress went on a 6-week recess. Sessions resume on July 25.
           An anti RH bill groups of Muslims and Christians will hold a "Congress of the Faithful".  The Catholic Bishops' Conference of the Philippines (CBCP) said the congress of people of different faiths aims to show the
          "people's perspective" on the country's situation.

           July 25 also happens to be the 43rd year of the "Humanae Vitae," the landmark papal letter about the Church's uncompromising stand on birth control. The encyclical or papal letter "Humanae Vitae" (Latin phrase meaning
           "of human life") was written by Pope Paul VI and issued on July 25, 1968. Subtitled "On the Regulation of Birth," the papal letter reaffirms the traditional teaching of the Catholic Church on married love, responsible parenthood,
            and birth control.The papal letter became highly controversial as it prohibits all forms of artificial contraception.

            Meanwhile,on the weekend before President Aquino addresses a joint session of Congress, he received a reminder from Catholic bishops against the Reproductive Health (RH) bill. The Catholic Bishops' Conference of
             the Philippines (CBCP) on Saturday said the RH bill is crafted based on "secularist and materialistic spirit" and may destroy society morally.

           "It is a spirit that considers moral and religious norms as regressive. The bill ignores moral and religious considerations in the name of democracy and freedom of choice in a pluralist society," outgoing CBCP president
             Tandag Bishop Nereo Odchimar said in a statement.

Cotabato City govt warns to demolish ARMM structures in Gutierrez Avenue

Cotabato City – The city government of Cotabato warns Autonomous Region in Muslim Mindanao  (ARMM) to demolish its on-going project  that are being undertaken by the office of the Regional Governor for the beautification on the center island of the Gov. Gutierrez Avenue, this city.

 

City administrator Atty. Cynthia Guani Sayadi disclosed the city government will be compelled to use its police powers as provided for under Republic Act 7160 if the ARMM government will not heed on its July 1, 2011 letter of the City Engineering Office about the concern on the design of the project, particularly on the aspect of security.

 

Sayadi said that the city engineering office is only waiting for the mayor's order to demolish the concreted flower pots along the said street.

 

 

Sayadi refuted that the ARMM government coordinated with the City Government prior to the commencement of the said project.

 

Sayadi also noted that the project is situated within the territorial jurisdiction of Cotabato City.

 

Officer-In Charge Engr Fulgencio Mortera III claimed that the said portion is very risky    and that the City government is only considering the security aspect of the high officials passing along the road. He added that those flower pots are too high that motorists in the other side of the lane could hardly see other vehicles.   

 

In a letter sent by City Mayor Japal J. Guani, Jr to ARMM Executive Secretary Atty.Naguib Sinarimbo on July 13, 2011, the mayor stated that "However, in a seemingly attempt to circumvent protocol, much less disregard the Executive Branch of the City Government, you referred the issue  to the Sangguniang Panlungsod (SP). Let it be noted that the SP is a legislative body and the issue at hand involve policy implementation which is within the powers and functions of the Executive Branch".

 

The letter added that though the SP interposed no objection to the project, this does not in any way mean that the project could already proceed and just ignore the basic requirements, which has to be complied first, in the implementation of any infrastructure project.

 

However, ARMM Executive Secretary Atty.Naguib Sinarimbo disclosed that the portion along the mentioned area is owned by the ARMM. "The access road of the ORG is the Gutierrez Avenue and that belongs to the ARMM", Sinarimbo said.

 

In a committee report No.06,series  2011 last July 12, 2011, a Committee hearing was conducted on July 11,2011 from 3:00 to 3:40 pm at the Legislative Building, Sangguniang Panlungsod Office, Cotabato City on proprietary rights over Gov.Gutierrez Avenue and its findings:

 

On October 19, 1976, then City Mayor Juan J. Ty and Regional  Commissioner XII Simeon Datumanong signed the Deed of Conditional Donation and Waiver ,consequently donating seven (7) hectares, more or less. to the Regional Commission XII, formerly owned  by the Gutierrez Family, and was known as the Old Cotabato airport. A map prepared  by the City Assessor's Office  shows that part  of the donation is now the street now known as the Governor Gutierrez Avenue, to include the site of the ORG, the Shariff Kabunsuan Cultural Center and the RLA. The Regional Commission introduced the road and have maintained the same over the years now through the ARMM.

 

In an interview with Vice Mayor Mus Sema, he said the committee report is correct. The said portion is owned by the ARMM through a donation of the Gutierrez family during the time of City Mayor Juan J.Ty.

 

"We are not interfering with the business of the executive functions but we are the legislative body making the city ordinance for the City of Cotabato", Sema said.

 

He also said that there was an agreement before during his term as the City mayor  that the ARMM government will have to develop that  portion. "The Gutierrez Avenue belongs to the ARMM government as shown to the committee report of the SP',Sema said.

Cotabato City –  Controversy on the Department of Transportation and Communication in the   Autonomous Region in Muslim Mindanao (DOTC-ARMM) between   Acting Governor Ansaruddin Alonto Adiong and Director Pama P.  Dimapanat who is the rightful head of the mentioned department.

Department of Interior and Local Government Secreatgry Jesse Robredo issued a derective to Alonto implement  and recognized Director Pama P. Dimapanat after the court and the Civil Service Commission (CSC) ruled out that recognized Dimapanat as the legal and rightful head of the DOTC-ARMM.

Gov adiong, in his new memorandum against Dimapanat was  when the later was droppped from the roll togethr with director IV Abdelnazir Mohammad Isa  and  Dialoson Amil allegedly due to Absent without leave (AWOL).

In his letter to Adiong,Robredo quoting in part of the court decision  "reveal that inspite of the said alleged absences from March 7, 2011 of the petitioner's they were paid of their salaries for said months, March 2011, April and May 2011 as full compensation of services rendered.This court cannot fathom of the merits of dropping of petitioners,from the rolls", stated in the letter from RTC 12 Judicial Region Branch 13 of Cobato City last June  21, 2011.

Also quoting the Civil Service Commission's (CSC) desicion which was issued last July 12, 2011 "Wherefore,the appeal filed by Pama P.Dimapanat and Abdelnazir Mohammad Isa is granted. Accordingly, the Memorandum Order No.87, series of 2011 dated May 5, 2011 issued by Acting Regional Governor Ansaruddin Alonto Adiong of the ARMM, dropping them from the rolls is declared NOT IN ORDER. ON the premise that their dropping from the rolls was implemented, they should be immediately reinstated to their post with payment of back salaries." Robredo's statements in the said  letter which was signed by   CSC Chairman Francisco Duque, Commissioners Mary Ann Z.Fernandez-Mendoza, Rasol Mitmug and  Director IV, Dolores B. Bonifacio, Secretariat and Liason Office.                                                                                          

 " it is clear that there are no more impediments on the part of Petitioner Dir. Pama Dimapanat to assume as rightful Head of DOTC-ARMM considering that the court ruled that there is no material change on the status of petitioner and the Civil Service Commimission declared not in order Memorandum No. 87 series of 2011 dropping the petitioners from rolls. Such being the case, by virtue of the departemnt's supervisory authority over  autonomous  region pursuant  to administrative Order 273-A dated 2 December 2009, you are hereby directed to recognize the incumbency of Dir Pama P. Dimapanat as head of the DOTC-AMM", according to Robredo's letter quoting the court and CSC decision.

Meanwhile, in an interview with ARMM executive secretary Atty. Naguib Sinarimbo he admitted that they just received the letter from DILG Sec.Robredo." That issue will be taken care of our legal department and we wait for their decision",Sinarimbao said.

Cotabato City – Patuloy pa rin ang kontrobersya sa Department of Transportation and Communication sa  Autonomousr Region in Muslim Mindanao (DOTC-ARMM) sa pagitan ni  Acting Governor Ansaruddin Alonto Adiong at Director Pama P.  Dimapanat sa usapin kung sino ang legal na pinuno ng departamento.

 

Bago pa lamang  sa derektiba ni DILG Sec. Jesse Robredo  sinabi ito na  ipatupad at kilalanin ang legal na pinuno ng DOTC-ARMM si Dimapanat dahil sa desisyon ng korte at Civil Service Commission na kumikilala kay Dimapanat bilang legal na pinuno ng DOTC-ARMM.

 

 Sa Panibagong derektiba ni Gov Adiong tanggalin nito sa trabaho  o dropping from the rolls sila Dimapanat, Abdelnazir Mohammad Isa director 4 at Dialoson Amil dahil sa diumanoy Absent without leave (AWOL) sa loob ng mahigit isang buwan.

 

Sa sulat ni Robredo kay Adiong sinabi nito na "reveal that inspite of the said alleged absences from March 7, 2011 of the petitioner's they were paid of their salaries for said months, March 2011, April and May 2011 as full compensation of services rendered.This court cannot fathom of the merits of dropping of petitioners,from the rolls", ayon sa sulat ni Robredo  sa desisyon ng korte na pinadala ng RTC 12 Judicial Region Branch 13 ng Cobato City noong Hunyo  21 2011.

 

Ayon naman sa Civil Service Commssion (CSC) na pinalabas na  desisiyon na may petsang Hulyo 12, 2011

ON the premise that their dropping from the rolls was implemented, they should be immediately reinstated to their post with payment of back salaries." VP Binay asks POEA,other gov't agencies not to burden OFWS by: MARIZ REVALES

Vice President and Presidential Adviser on Overseas Filipino Workers' (OFW) Concerns Jejomar C. Binay today asked the Philippine Overseas Employment Administration (POEA) and other frontline government agencies to immediately find ways to simplify the processing of documents for Overseas Filipino Workers (OFWs).

 

"Government should not be a burden to our OFWs. We should exert all effort to assist them and make their interaction with government offices simple, convenient and pleasant," he said.

 

"Ang mga kababayan natin na nagpapakahirap para tulungang umunlad ang bansa ay hindi dapat pinahihirapan," Binay said.

 

Binay issued the statement in reaction to an article published in the Philippine Daily Inquirer on July 7, Thursday, which related the experience of an OFW applying for an exit clearance at the POEA.

 

The Vice President said he hopes POEA Administrator Carlos Cao would investigate and resolve the matter as soon as possible.

 

"We must take the comments of our OFWs seriously and we are grateful to those who take the time to comment on how government could improve its service delivery. I trust that Administrator Cao shares my sentiments that the government should work for the welfare of all OFWs and this entails facilitating their papers speedily and without hassles," Binay said.

 

The Vice President likewise said he expects that corrupt practices could be stemmed by cutting the red tape at the POEA.

 

 "Streamlining our processes and procedures would also eliminate the risk of our kababayans falling prey to human trafficking syndicates and other unscrupulous individuals," added Binay, who is also the Chairman Emeritus of the Inter-Agency Council Against Trafficking.

 

"Umaasa ako na kikilos ang POEA at ang mga kawani nito upang lalong matulungan ang ating mga kapwa Pilipino na nais magtrabaho sa ibang bansa," Binay concluded.

DSWD-ARMM launches media tour in Lanao for 2Ps program-by MARIZ REVALES and RIC CLET

                           

Cotabato City –More than thirteen media personalities from Cotabato and Iligan cities launched an   educational media tour sponsored  by the Department of Social Welfare and Administration of the Autonomous Region in Muslim Mindanao (DSWD-ARMM)led by its Regional Information Officer (PIO) Ghilmar Lao in the towns of Bumbaran and Wao, both in Lanao del Sur recently.

DSWD Regional Acting Secretary Hadja Pombaen karon Kader and Pam Susara of the National Project Management Office and Public Relation Officer of the Pantawid Pamilya program were also present.

Kader in her speech at Somogot Elementary School, she challenged the pupils to study hard as they were monitored by their teachers in their attendance as one of the conditions.  " We were also monitored by media in our implementation of the program, so study hard and don't absent in your classes and this should be understood by parents and health workers", Kader said.

She also expressed gratitude to Bumbaran Mayor Mastura Manabilang and vice Mayor James Manabilang for their full support to the program and expects that they will campaign to other Local government units (LGU) to do the same. Kader disclosed that the two million family beneficiary came from Patikul, Sulu in the ARMM and they presented them to President President Benigno Aquino in Malacanang recently. Vice Mayor Manabilang in his part, said to the pupils, "libre ang mangarap, mag aral kayong mabuti upang makaahon tayo sa kahirapan". Bumbaran has more than 821 family beneficiaries in all 17 barangays.

Mayor Manabilang also expressed his gratitude to the DSWD for the program that will help uplift the condition of their lives.

In Wao, 2Ps was also implemented and was supported by the LGU under Mayor Elvino Balicao, Jr. Balicao said in an interview with reporters that all 36 barangays were benefited by the program. He said that the beneficiary families were qualified. "I am very grateful to the DSWD for implementing the program in my town and this will change the lives of the resident here, and to the media for visiting our place, Balicao said.

Media witnessed several programs in connection to 2Ps in the two towns in Lanao del Sur .The media  educational tour ended up by conducting interviews with residents in Barangay Manila group, Wao, which has the same messages of gratitude, appreciation and contentment to the program and to DSWD officials and to President Aquino.

Susara in an early interview attributes the hunger incidence decline to the conditional cash transfer known as Pantawid Pamilya Pilipino Program now Pantawid Pamilya (2Ps) implemented by DSWD, a program that will free households out from poverty.

Susara disclosed with the positive impact of the CCT, DSWD will be benefited the largest budgetary increase in 2012 to53.6 billion.

"This would allow DSWD to support more families and President Benigno Aquino III ordered the department  this year 2011 to add 1.3 million more household beneficiaries to the program", said Susara, head of social marketing  unit of Pantawid Pamilya Program.

She added that by this year, DSWD have covered one million beneficiaries. She said that they are targeting 2.3 million (household) beneficiaries in which  number two million household beneficiary, the family of  Sharon Hassan Dabblang was presented to President Aquino at Malacanang recently with Acting Regional Secretary Kader. The family came from Patikul, Sulu.

"The program is actually an investment in the human capital for the children's health, nutrition, education.. In terms of poverty reduction, kung dati   hindi sila kumakain, ngayon malaking tulong ito sa kanila",Susara said.

The biggest number of beneficiaries are in Mindanao where poverty incidence is higher than the rest of the country, particularly in ARMM also in regions 9,8,5 and 10.

Beneficiaries receive cash grants of P6,000 a year and P3,000 for one  school year. The 2Ps is coupled with other poverty reduction programs to ensure its sustainability.

Mindanao civil groups launch peace talk watch- by Rose Uro,interaksyon.com

Mindanao civil society groups have strengthened their monitoring  of the peace process by launching the Peace Talks Watch.

Last Monday, as the peace negotiation panels of the government and the Moro Islamic Liberation Front (MILF) convened for their 22nd exploratory talks ,monitoring billboards will be set up in strategic locations in Iligan, Cotabato and Davao cities.

According to Abdul Malik Cleofe of the Mindanao Peoples Caucus (MPC),the billboards will be marked "365"  Days Countdown to peace" and will contain major updates from the negotiations.

The one –year timeframe is in keeping with the optimistic  estimate of both panels within  which they can hammer a political settlement, said Cleofe.

Juanito Enriquez, managing director of the Civil Society organizations Forum for Peace (CSOFP),said that peace talks watch is one way of formally rendering  the government and MILF negotiators that the people are interested in seeing a definite conclusion to negotiations.

"Let us see the end of talks and the beginning of implementing the measures necessary to empower the Moro people and reverse historical injustice", stressed Enriquez.

"We are highly confident  in the capacity of both panels  to see the process through these aims", he added.

A day before e last April's talks, civil society groups from key cities of Mindanao held a peace caravan as a symbolic send-off of the panels.

The talks  on June 27 to 28 in Kuala Lumpur is the fourth  under Aquino administration-three formal meeting  every two months since February, and one formal meeting on January.

On Monday , the government panel is slated  to present  its counter –proposal to the draft peace pact submitted to tit by the MILF last February.

A working draft of a comprehensive compact is expected to be drawn from both proposals.

In    Cagayan de Oro City on Thursday, chief government Marvic Leonen said the solution to the Bangsamoro question must" remain principled, yet pragmatic"

"We will reach out t o the MILF without conceding or surrendering our ideals. We hope that they will take that hand that is out to them so we can leapfrog the process and enter into an  agreement soon", Leonen said,

Leonen held a briefing on the peace process to 85 battalion commanders of the Philippine Army in Mindanao at Camp Evangelista where they gathered to discuss about the internal peace and security plan of the Armed Forces.

"let us move forward by seeing the larger picture (of the Bangsamoro problem),moving together in small political steps to find reasonable solutions to longstanding problems," he said.

There is one aspiration that within the year, we will try to put everything in place to give primacy to the peace process," he added

DENR awards 9 government agencies for being eco-friendly

Nine national government agencies were cited for their eco-friendly operations as the Department of Environment and Natural Resources (DENR) last (June 29) handed out the first ever 2011 Recognition Awards for Eco-friendly Government Offices at the national level.

Earning the highest honors with the Environmental Excellence Awards were the National Electrification Administration and the Philippine Heart Center, both inQuezon City, and the Development Bank of the Philippines in Makati City.

Six other participating offices were also given Citation of Merit Awards. These were the Bangko Sentral ng Pilipinas and the Philippine Economic Zone Authority along Roxas Boulevard in Manila; the Department of Public Works and Highways, also in Manila; the Department of Social Welfare and Development and the National Housing Authority, both in Quezon City; and the National Economic and Development Authority in Pasig City.

DENR Undersecretary Demetrio Ignacio, together with Civil Service Assistant Commissioner Rogelio Limare and Environmental Management Bureau Director Juan Miguel Cuna, handed the awards in simple ceremonies held at the Sulo Riviera Hotel in Quezon City.

DENR Secretary Ramon J. P. Paje said, in a speech read by Undersecretary Ignacio, that the awards underscored the serious commitment needed to adopt and sustain eco-friendly practices in the workplace, which serve as a "second home" to many Filipinos, and where materials utilized, equipment used and energy consumed all have an impact on the environment.

Paje also stressed that government offices at the national level should lead the bureaucracy in environmental protection and conservation. "If our various stakeholders see how we work hard to improve our services and our environmental performance, we can be assured of their full trust and support to address the bigger problems of the country," he said.

The nine awardees were evaluated based on the following criteria: 80% for implementing environment-friendly office operations, particularly in waste management, electricity, water and fuel conservation, air pollution prevention, emergency preparedness, green procurement and greening; 10% for institutionalizing environmental management policies; and 10% for overall orderliness, cleanliness and safety in the office premises.

They were assessed by five audit teams formed in March 2011 by the DENR's Environmental Management Bureau, which reviewed the participating offices' documents as well as conducted on-site inspection and validation.

The agencies were evaluated for a minimum of one year, from May 2010 to May 2011. Many of those assessed, however, were found to have been implementing - and sustaining - their own environmental programs even earlier than the required period. 

The search for the Eco-friendly Government Offices was launched in April 22, 2010 during the Earth Day celebration at the SM Mall of Asia in Pasay City. Its objective is to assess the implementation of environmental management programs in government agencies and government-owned and controlled offices within Metro Manila and at the national level, using the 4 P's: Policy, Promotion of Awareness, People, and Practices.

The next Recognition Awards is set in 2014.

 

   

Siblings with top honors believe 'education' is the key in shaping a brighter future

JOLO, SULU- "Poverty is the worst form of violence," said Mahatma Gandhi. In fact, it is still the foremost crisis of our time especially in developing countries like ours. The most common scenario can be seen in most of the rural areas of the countryside such as the communities located within the Autonomous Region in Muslim Mindanao.


With the national government's implementation of its Conditional Cash Transfer  program commonly known as Pantawid Pamilya that provides cash grants to extremely poor households to allow them to meet certain human development goals through compliance with their co-responsibilities in health, parenting, and most especially education, it is therefore instill in the consciousness of our fellow men that education is the most effective tool to break free from the chains of poverty. Where, such efforts will help achieve a better future for the disadvantaged children who never before thought they could realize their dreams of becoming a doctor, an engineer, or a lawyer.


The Challenge...


For a far-flung community like Jolo, which residents are predominantly Tausug tribe, is known in most parts of the world because of its notoriety brought about by never-ending occurrence of violent activities (such as series of bombings and kidnappings involving both local and foreign personalities) perpetrated by some lawless armed groups.


Jolo could be a bustling town of Sulu being its capital town and is the center of commerce and trade. Of its total population, 90% are Muslims, while the remaining 10% are Christians. Jolo has eight (8) barangays to include, Asturias, Bus-Bus, Chinese Pier, San Raymundo, Tulay, Takut-Takut, Alat, and Walled City.


Being stucked with this decade old scenario, it is therefore a challenge for the Pantawid Pamilya to fully implement the program. This is through addressing such challenge as we give focus and emphasis in the childhood education and care, that it must be holistic and integrated to ensure the survival, growth and development of these young children. In fact, more attention should be paid to these children especially in difficult and emergent situations.





Keeping the faith...


Nelson Mandela once said that, "Education is the most powerful weapon which you can use to change the world."


But statistics from the Department of Education (DepEd) reveals the conditions of many poor students where only 65% of pupils reach sixth grade in the elementary level while only 61% gets a high school diploma in the secondary level. 


As for the siblings, Brayanzar Tiblan, 12, and Margina Tiblan, 11, of Brgy. Alat, Jolo, whom throughout the years were consistently competitive top honor students of Cerilo Bueno Elementary School in Jolo, strongly believes that basic education should become an education for everybody regardless of social and economic background.


Brayanzar, whom Graduated First Honors with his batch last March during the SY 2010-2011, has also received major school academic awards (as shown in photo above). On the other hand, Margina who is in the 5th grade of the same school, likewise excel academically for she was the class' consistent top honor student finishing her subjects with fyling colors.


Brayanzar narrated it wasn't an easy job achieving the coveted top honors. With the economical status of their family, he said, he really finds a hard time of sustaining high marks in school. "Mahirap.... Mahirap po talaga... Hiwalay po kasi ang magulang namin, tapos nakikitira lang kami kay Lola, siya po yung tumutulong sa amin," he said.


Brayanzar claimed his parents had separated five (5) years ago, and that as a kid, he considers the incident as the most tormenting point that their family has undergone so far. He said his father works as a public jeepney driver, and his mother Nuraina, was just a plain housewife where sometimes accepts laundry service. It was their Lola who adopted the family since they does not have a descent place to live in and supports the three (3) children (the youngest also goes with the same school) with its small sari-sari store.

Due to this never ending daily scenarios, Brayanzar and Margina always dreamt of achieving their dreams. As a little kid, Brayanzar dreamt of becoming a doctor while Margina on the other hand, wants to become a Teacher.


However, Brayanzar thought one day, how could they attain the vision of fully realizing their dreams with their current economical situation? They receive no assistance during  those days and his father could not even afford to support their needs in school since he went to his other family. "Nahirapan po talaga kami noong mga panahong iyon... Sabi ko kay Papa, balang araw magkakaroon rin kami ng sariling bahay kahit iniwan niya kami," he said with teary eyes.


Nearby, his mother Nuraina was just listening during the interview and we notice there were tears falling from her eyes... "Kayamanan ko talaga ang mga anak ko, mapalad ako na nagkaroon ng mga anak na tulad nila," she said. " Kaya naman kami ay lubos na nagpapasalamat sa tulong na ibinigay ng Pantawid Pamilya. Dahil sa Cash Grant, natustusan namin ang pangangailangan sa pag-aaral ng mga bata kasama na rito ang mga gamit nila sa pag-aaral," she added. The family receives a monthly cash grant of P1,100 program package which supported the schooling of Brayanzar and Margina.


Elnora A. Elam, Cerilo Bueno School Principal, attested on how these students were attentive in school responsibilities. "I believe Leadership is innate in Brayanzar. He excels in what he anything does, same with Margina," she said.


On the other hand, Carmel Dedoro, Branyanzar's Class Adviser, revealed he was a responsible student. "Hindi yan umaabsent... Kahit may sakit, papasok... Kahit walang baon, papasok pa rin kaya hanga ako sa batang iyan... Kaya nga natuwa kami nung nasusuportahan na siya ng Pantawid Pamilya," Ma'am Carmel said.


Further, Brayanzar has expressed his deepest thanks to the national leadership most especially to President Benigno Aquino III. "Marami pong salamat kay Pangulong Noynoy sa patuloy na pagsuporta sa programang Pantawid Pamilya. Akala ko po noong una napakalayo namin para tumanggap ng tulong pero ginawa niyo po itong posible. Alay ko po sa inyo ang natanggap kong karangalan kasabay ng minimithi naming pagbabago dito sa ARMM," he said.
