                                        MILF condemns  CDO bombing incident
    
      Official of the Moro Islamic Liberation Front (MILF) condemned and denied having involvement in powerful explosion that rocked Cagayan de Oro City last week that left eight people  dead and injured 46 others.
       Vice Chairman Ghadzali Jaapar in a telephone interview expressed his condemnation over the incident and said that his group (MILF) could not do such barbaric act and killed innocent civilians.’ We extend our condolences to the bereaved family of the innocent victims” Jaafar said.
       One of the national broadsheets published that “Rogue Muslim rebels tagged in Cagayan de Oro blast but, Jaafar disclosed “if there was an investigation such as that, are there any evidence that could point to us the action?” Jaafar assured the people that MILF has nothing to do with it. He said, they are ready to help the authorities in solving the bombing incident.
       The military intelligence community said  the bomb was made from an 81 mm mortar. Accordingly, it is normally used by extremist groups like the communist New People’s Army (NPA). Earlier, NPA issued their condemnation in relation to the blast.
       According to the military, the blast was carried out by some terrorist groups and disclosed that other than Abu Sayyaf Group, (ASG), there is also the MILF, its splinter group, the Bangsamoro Islamic Freedom Fighters (BIFF), and the MNLF has also the capacity to carry out such terroristic attack.
       The military source said that it might also be linked to the ongoing peace negotiations between the MILF and the government but, it has no evidence to prove it.
      The community intelligence also claimed that the bombing was set off by the group of Basit Usman, a former member of the MILF Special Operation. It  was also disclosed that the group of Usman was  on a test mission after being trained on bomb making in Lanao del Sur. “We have solid evidence  linking Usman’s group to the blast”, one of the investigator disclosed. The source also said that the bombing was carried out by the BIFF, JI and the ASG.
       Usman’s group is said to be opposed to the peace negotiations between the government and the MILF.
 Prior the explosion, Kyla’s Bistro in Rosario Arcade in Limketkai Complex was packed with delegates of a medical convention.
        Investigators were also attempted to link if the incident has some connections with the threat of ill starred board member Roldan Lagbas which his wife has indicated that his husband has received “death threat” a year ago.
         Weeks before the attack at the City of Golden Friendship, Cagayan de Oro City, citizens of the United States of America, Canada and Australia warned not to travel in Mindanao due to possible terrorist attacks.
      Chairman of the city’s Committee On Police and Public Safety, Ramon Tabor, has reported that the identity of the suspects were already known and their location which were allegedly heavily guarded by the police. 
        Tabor was briefed of the update of the investigation as the Presidential Anti –Terrorist Group arrived in the city to coordinate with the intelligence community here.” The combined forces of the military and police had finally identified the suspects in the bombing although releasing their names could be premature at the moment” Tabor as quoted in one of the regional dailies.   
     Meanwhile, in the wake of the bombing incident, three companies have cancelled plans to hold conventions in Cagayan de Oro City. Officials of the region’s Department of Tourism are also monitoring whether there are more events to be cancelled in the future.
The tourism official’s apprehension is the slow pace of the police investigation on the bombing incident will cause more cancellations.

Bill to decriminalize libel filed By Mindanews


    DAVAO CITY (MindaNews/04 August) –  Former journalist and now Bayan Muna Rep.  Carlos Isagani Zarate and his party-mate Neri Colmenares have filed a bill decriminalizing libel, saying that while a free press acts as the watchdog for the governed, the libel law has been “increasingly used by public officials as a tool to cow and muzzle an independent press.”
     In their two-page explanatory note, the Bayan Muna representatives  said the libel law has been “increasingly used to stifle press freedom and inhibit media criticism of government officials and their acts and decisions.”
     “Journalists critical of government officials or government acts and decisions speak or write under the threat of criminal prosecution. The net effect of this abuse of the libel law by the powers-that-be is the gagging of media practitioners, the suppression of the truth from becoming public, and the resulting inability of the people to gain a meaningful understanding of the various public issues that are of paramount concern,” the explanatory note said.
      Zarate and Colmenares said Congress “must immediately work to repeal the law on libel in order for the press to enjoy the free exercise of its duties and function, and as a corollary, for the people to have an unfettered access to information involving matters of public concern.”
       Before he became a lawyer, Zarate was a journalist. He wrote for the Media Mindanao News Service and Malaya. In 2001, he became one of the columnists for the Philippine Daily Inquirer’s Kris-Crossing Mindanao
       The two representatives said a free press is essential in democracy because it “ferrets out graft and corruption wherever it may occur and exposes its perpetrators, reveals dishonest and inept administration, contributes to the exchange of ideas, and advances communication between the governed and those who govern.”
       Decriminalizing libel is “step in favor of freedom of speech, of expression, and of the press” as it will “remove much of its potency as an instrument to intimidate and harass” and allow journalists to do their work without fear of being jailed because of criminal complaints by those who are offended by their reporting.
       The Bayan Muna representatives explained that a person who feels aggrieved can seek redress for the wrong done against him or act to enforce his right by filing an action for damages based on the Civil Code of the Philippines,
       “A media practitioner may be held civilly liable for damages if he/she violates Article 19 of the Civil Code which enjoins him/her to act with justice and to observe honesty and good faith when exercising his/her rights and while performing his/her duties,” the  bill’s explanatory note added.
         It added that Article 26 of the Civil Code “should remind the media of their duty to respect the dignity, personality, privacy, and peace of mind of others, otherwise, they may be held civilly liable for damages for violations thereof.” (MindaNews)

5 drug pushers nabbed

THE police, in coordination with the Philippine Drug Enforcement Agency, arrested five suspected drug pushers in a remote town in Zamboanga del Norte.
Sirawai Police Station chief Khisna Asaali identified the arrested suspects as Abdul Salian, 51; Albea Salian, 41; Maral Ellih, 28; Gaber Salian, 29; and, Merham Salian, 22.
Senior Inspector Asaali said that Abdul and Albea (Salian) and Ellih were arrested in a buy-bust operation around 5 a.m. Wednesday in the village of Saint Mary, Sirawai, Zamboanga del Norte.
Asaali said confiscated from the suspects’ possessions were 23 sachet of suspected shabu, three P100 marked money, and several drug paraphernalia.
The other two Salians (Gaber and Merham) were arrested in the succeeding buy-bust operation around 6 a.m. Wednesday in the village of Sirawai proper, the police added.
Two sachet of suspected shabu, two P100 marked money and several prohibited drug paraphernalia were confiscated from Gaber and Merham.
