The Cardino of Dapitan

            Agapito J.Cardino, is retired military colonel. He was born, lived and educated in Dapitan city, has indeed, develop more than the virtues of the famous Dr.Jose Rizal. while Rizal is nationalistic in life, mayor Cardino of Dapitan City is a totalistic in his reform.
           The young Cardino joined the Armed Forces of the Plilippines (AFP), as an element of hope for Better Filipinos. As young military lieutenant, Cardino took leadership as an example of a man in uniform who work for nothing but for dignity, for loyalty, for courage and much more, for bravery. With all these virtues and values in the heart and the mind, he joined the Reform the Armed Forces Movement (RAM). Like Rizal, Cardino went too to jail for a good and heroic crusade.
          While serving the AFP with dedication he has to establish residency in many places, to keep the members of his family safely. But the call of love, concern and reform, Cardino returned to liberate Dapitan City from the rich and a strong, ambitious and dynastic form of leadership of the Jalosjos clan. People called it dynastic leadership because members of the clan held positions in the legislatives (congressmen), executives (mayors), all in the major cities and municipalities of Zamboanga Peninsula.
             As a returnee citizen of Dapitan City, Cardino has to start a life shaking advocacies, introducing to the community many forms of change, and among others, the reformations in the in the citizenry, in the elected leaders, in the employees of the City hall and in the education of the youth. It is indeed a life risking strategies to do; but as a reformist, he started allowing the provisions of the law to prevail ,and for the law to take its painful courses to the heart og every Dapitanon, (a citizen of Dapitan City).
           In view thereto , Cardino started by taking the mayoralty chair of Capitan City hall from the duly installed City Mayor Dominador Jalosjos through a case filed in the appropriate judiciary courts in the Republic of the Philippines. The decision and order from the Supreme Court of the Philippines made and installed Retired Col. Agapito J. Cardino as the lawful City Mayor of Dapitan City. His installation happened after two years and a half ( May 2010 to circa February 2013) of arguments and difficult legal battles in various courts of justices.
            Sometimes in the month of May 2013, the Party of his Excellency Benigno C. Aquino III (PNoy ) visited and assessed the performance of the three- month old Mayor Cardino. To the amazements of the     people of Dapitan City (Dapitanons) and the Philippine Post Investigative Group (TPPIG), the reformist Cardino made giant lifts to development. In almost zero based management, Mayor Cardino succeeded in having the meager fund left in the treasury box of Dapitan City accomplished his priority missions, starting with modernization of the City Health facilities and augmenting the fire department of the Philippine National Police (PNP) with high-tech fire trucks.
          In addition, the Cardino administration had filed (again) thirty-two (32) administrative and criminal cases to his immediate past Mayor and to all the cohorts. In casual briefing, Cardino said the cases will give lessons not only to the corrupt officials but to all the Filipinos. On top of these remarkable initiations, Mayor had obtained from the National Government several infra-structure projects to include roads, bridges and buildings which when implemented will change the face of Dapitan City. According to a man in the steet, Dapitan’s face will change from that of a corrupted City to a community of honest, well-managed and efficient governance.
            At this moment in time, Mayor Cardino is not restricted nor curtailed in the continuance of his reform movement even after losing to few hundreds of votes against his lady Nene Jalosjos opponent during the last May 13, 2013 nationwide elections. In an interview, Mayor Cardino told PTTIG with confidence that the laws of the land and the laws of God will (All) keep him in the Mayoralty Chair in the City Hall of Dapitan up to elections May 2016 Mayor Nene Jalosjos has a disqualification case. It can be read in the Omnibus Election Code a provision which clearly disallow a non-Filipino to run for any elected position in the country. Hence –his (Cardino’s) assured proclamation as soon as the Court of Justice and the Commission on Election (Comely) make their appropriate actions.
     ‘’In this reform movement, I only ask my constituency to follow, respect and apply the laws to everyone.’’ the most determined Cardino closed. To all Dapitanons, the TPPIG has this one thing to say; ‘’Dapitanons behold your Mayor ! Mayor Cadino, behold your people’’.
