Zamboanga del Norte – The Zanorte Provincial Highway Patrol Team, Highway Patrol Group 9 recovered at least 8 carnapped vehicles within their area of responsibility.
These are the carnapped vehicles recovered, 2 Nisssan Urban, Crosswind, Estrada, Montero Sports, Everest, Adventure and Toyota Vios.
Recently, 2 vehicles were intercepted in Dapitan City, while the HPG operatives conducting intensified Anti-Carnapping Operations led by the Provincial Chief P/Inspector Leopoldo A. Macalindol following the national alarm.
On May 8, 2011 at about 7:30 early morning one Ford Everest was spotted and flagged down in San Pedro, Dapitan City, Zanorte for an initial violation of passenger and driver not wearing seatbelt (RA 8750) and the other vehicle is a Toyota Vios was intercepted along the vicinity of Pulauan Port also in Dapitan City at about 9:45 in the morning on May 10, 2011.
"When accosted, the driver later on identified as James Antiquina Estrellanes, Filipino, 30 years of age, presently residing at Linay, Manukan, Zanorte, and with driver's license number M02-03-001227. He presented a machine copies of Certificate of Registration (CR) with CR number 6460760-5 dated January 26, 2007 and Official Receipt (OR) with OR number 943379942 issued dated March 30, 2011 and registered under his name. Ocular inspection made on the actual chassis and engine numbers revealed that it was exactly the same as appearing and encoded on the LTO Certificate of Registration," P/Inspector Macalindol said.
Initial investigation disclosed that the attached plate number (ZAJ 834) was reportedly lost/recovered (thru VIMS) plate from different Motor Vehicle but with the same description as Ford Everest 4x2mt, same year model, 2007, and same color, silver. Verification made thru HPG Vehicle Information Management System (VIMS) appeared that said Motor Vehicle was included in the list of Wanted/Stolen motor vehicle nationwide as of this date with Alarm Number 2009-0722-215 reportedly forcibly taken, thus, prompting the apprehending team to invite the driver and brought the said motor vehicle to the HPG office for investigation and for proper disposition, while request for Macro-Etching was forwarder at PNP-PCLO-9 for physical examination.
The Toyota Vios was intercepted by the HPG operatives during on their mobile patrol conducting an intensified Anti-Carnapping Operation in the implementation of RA 6539 (Anti-Carnapping Law of 1972) Anti-Hijacking, Anti Highway Robbery Law, RA 4136 and other Traffic Laws specifically "No Plate, No Helmet, No Travel Policy" along the vicinity of Dapitan City Pulauan Port, Dapitan City, Zamboanga del Norte.
Sporting spurious documents, of a motor vehicle was recovered, more specifically described as follows:

After the ocular inspection made on the actual chassis and engine number revealed the following results: engine# 2NZ320487, chassis# SCP91009885 which is different on the certificate of registration presented (engine# 2NZ5937195, chassis# NCP929039507) thus, prompting the apprehending officer to invite the driver and brought the said motor vehicle to this office for further verification/investigation.
"We invited the driver in our office for some clarification and later he was identified as Hashim Dee Balabaran, of legal age, Filipino, with postal address of Dalicandos, Maguindanao and carrying professional Driver's License with DL No. K04-0-083249. He later on presented machine copy of Certificate of Registration (CR) with CR number 10596767-6 issued on March 27, 2011, covering M/V File number 1008-00000027522, and Official Receipt (OR) with OR number 965518094 issued on March 27, 2011, with LTO license plate number NIO 722, and registered under the name of a certain Nikolas Frank D. Devera of 32 Floor GT Tower International Ayala Ave., Salcedo St., Makati City." P/Inspector Macalindol added.
Initial investigation, discovered that the real chassis number of the said vehicle was NCP929018460 and engine number 2NZ5495986 found at the rating plate attached on its compartment. Verification made thru Vehicle Information Management System (VIMS) of such engine and chassis numbers was found out included in the list of Hold Order motor vehicle under Hold Order# 20101008 bearing with same plate number NIO 772.
Said motor vehicle was presently impounded at HPG office to undergo the per-requisites physical identification thru macro-etching examination by the PNP Crime Laboratory, while the case was preparing for the filling of appropriate charges in court against the suspect.
It was learned that more than 600 units of assorted vehicles of different brand was reportedly carnapped in Metro Manila and 50 percent was believed to be transported here in Mindanao, HPG Provincial Chief disclosed.
